Problem: Behaviour reports don't differentiate between who reported and who issued/assigned the behaviour; UI lacks controls to work with this data.

Solution: Add fields and visual controls (sliders/filters) to show and slice by 'reported by' and 'issued by/assigned to' across reports and MIS views.

Benefit: Clearer accountability and more actionable insights for staff and leadership.
