Thanks for leaving this Feedback. This is more of a Support query - however to answer this, currently the Slips on the home screen can only be ordered at the school level. All users will have the same ordering and our Support team will need to action this.

In terms of which Slips/tabs users can see - the school can update this. Users with permissions to manage Roles can action this in the Admin > 'Access' section > Role Management page to streamline which pages users can view.
